• Substantially enlarge the City Council from its current 15 members, which is the worst per-capita representation for any city council in the United States.  Explore increases including along the size of New York (50) or Chicago (51)

• Elect the City Council from multi-seat districts by proportional ranked choice voting (PRCV)
